The Tähtvere Leisure Park foundation was established by the City of Tartu in 2002. It aims to:

• create conditions for active recreation and sports in Tartu;
• manage and develop existing recreational, entertainment and sports infrastructure;
• organise cultural and entertainment events;
• create possibilities for other organisers to arrange and hold events.
